This paper is based on the Theory of Strategic Action Fields (SAF) developed by Neil Fligstein and Doug McAdam, in the aspects of the competence dynamics, Governance Units, and organization. The actors’ objectives and the analyzed social movements go beyond the mere suspension of the hydroelectric plant operation when proposing a new model of social and sustainable development.
